Obtaining a drilling authorization in France

Before we can produce oil, we drill to determine if there is crude oil in the subsurface. That step requires a lot of upstream work and coordination, in particular with nearby Government services and all stakeholders.

The issue of a Mining title by the Minister in charge of the Mines doesn’t authorize the owner to start drilling work without the agreement of the department prefect.

Before starting drilling work, it is mandatory to ask for an administrative authorization. That request is submitted to a public inquiry and includes an impact study and a danger study revolving around three main points:

A Feasibility Study

A feasibility study consists of evaluating whether the project is feasible by taking into account the following topics:

  • Environmental context: fauna/flora, soils, dwellings, landscape, hydrography 
  • Legal framework: compliance with mining and environmental regulations 
  • Economic dimension: project cost and economic profitability 
  • Technical component: knowledge and feedback from geophysical surveys 
  • Logistics aspect: accessibility, site organization, authorization to be obtained

Choosing the drilling site

Choosing a drilling site from among potential sites is done through the following criteria :

  • Awareness of drilling objectives to reach (geological targets) and technical feasibility
  • Minimizing the impacts of drilling on the surrounding environment: Houses, access, road traffic, natural environment etc… .
  • Human and environmental factors in order to minimize the impacts of drilling on the surrounding environment.
